Thai people. This is an innovation of the 5 system of democracy for Thailand, which
should be appropriate for the context of Thai society, and would be able to establish

the foundation for the development of Dharmacratic society in Thailand. In particular,
the establishment of the mechanism of the Supreme Council of State, is considered
the renaissance of King Prajadhipok’s Governance Heritage. This is a significant

innovation in using the Good Governance Power as the 4 power for the check and
balance of the use of sovereign power by the three former branches, which are the

Legislative Power, the Administrative Power, and the Judicial Power. This innovation
will therefore encourage the effective and efficient realization of democracy by the
legal state in accordance with the Rules of Laws.
