                                         Foreword








                            There is no real democracy without a free and open

                    dialogue. However, simply having freedom of speech is not enough.


                            A public debate can be a bit like an argument in a family.

                    Some members might be too shy to present their point of view,
                    others are rather ignored as they are considered as inexperienced.
                    One person might not have the skills to formulate his interests and

                    emotions, another already gave up due to former insults.


                            In societies, we witness the same. There are groups

                    without any lobby or only little capacity. Some participants in a
                    public discourse might even be informally or formally disadvantaged.



                            The result of such a biased dialogue will not only be
                    favourable to certain people. It will also create distrust of the

                    political system, division and resentment.


                            As liberals, we believe that those obstacles must be
                    overcome - and that they can be overcome. Good facilitation
