Executive Summary

The objectives of this study were 1) to study the processes and outputs
of the Citizen Empowerment Operational Program in Roi-Ed province during 2016

to 2018 2) to synthesize the project knowledge from the project implementation.

In terms of methodology, this research was studied by collecting qualitative
information from the project reports, interviewing key informants like leaders and

locals, observing the activities occurred in the operational communities. All of

given data was taken to analyze within the framework of content by identifying
keywords and principles, and to synthesize the knowledge that related to civic

empowerment.
The study findings were as follows;

1) The implementation of the project complied with the systematic

approach supported by King Prajadhipok's Institute through the People's Politics
Development Center. Also, the projects were actualized in accordance with the

needs of the community to find out solutions in order to propose to public
policy. The project implementation also helps developing a citizenship mindset

that leads to evident changes. For example, after the project was triggered,

prevailing Passive Citizen who had traditional approach tackling with their
problems by requesting helps from the government adapted their mindset to act

like Concerned Citizen and Active Citizen who recognize their authority and

tackle their problems by their own abilities which are led to propose solutions
to the state agencies.

2) The knowledge synthesized from the project are 1) potential of

community members 2) leaders 3) democracy principles 4) people’s
