Even if the commitments made were purely economic and
commercial, and didn’t jeopardize the colonial territories and the regime
Marcelo Caetano’s ideas endorsed two important lines of action:
the survival of the regime and enhancing trade with Europe
New and fledgling pro-European movement that achieved some
positive results, namely the 1972 Trade Agreements
After April 25, 1974, and the subsequent decolonization, a broad
discussion about what the main option of the country’s foreign policy
should be was in order
Portugal began a democratic adjustment of its political institutions,
which would last for two years, until the first elected government came
into office on July 23, 1976
Some ambiguity towards the options for the direction to take,
both domestically and in foreign policy, in which three different priorities
stand out:
- completing decolonization by November 25, 1975
- the definition of the type of regime to be established in the
country
- the move towards Europe, from the end of 1975 onwards
Struggle regarding foreign policy preferences, with no clear
guidelines, and a multiplication of self-styled decision makers (the
Church, political parties, trade unions) who had their own particular
understandings and agenda:
- total isolation
- closer ties with the bloc of third world countries
- the reinforcement of Atlantic relations
- Western/democratic option
