1.2 ยูเนสโกคืออะไร

ยูเนสโกเป็นองค์การระหว่างประเทศในเครือสหประชาชาติ ก่อตั้งขึ้นจากการเสนอแนะของ
ที่ประชุมรัฐมนตรีศึกษาของประเทศพันธมิตร (The Conference of Allied Ministers of
Education เรียกย่อว่า CAME) หลังสงครามโลกครั้งที่สอง ระหว่าง 1 - 6 พฤศจิกายน ค.ศ.

1945 ที่สหราชอาณาจักรอังกฤษ โดยมีผู้นำของประเทศที่กำลังพัฒนาที่กำลังแสวงหาแนวทาง
สร้างระบบการศึกษาในประเทศของตนเข้าร่วมประชุมด้วย รวม 44 ประเทศ โดยที่ประชุมตกลง

กันที่จะก่อตั้งองค์การระหว่างประเทศด้านการศึกษา (Education and Cultural Organization)
เพื่อเสริมสร้างความเป็นปึกแผ่นทางสติปัญญาและศีลธรรม (Intellectual and Moral Solidarity
of Mankind) ทั้งนี้ เพื่อส่งเสริมวัฒนธรรมแห่งสันติภาพและป้องกันไม่ให้เกิดสงครามโลกขึ้น

อีกครั้งหนึ่ง อาจกล่าวได้ว่ายูเนสโกก่อสร้างขึ้นจากเถ้าธุลีของสงครามและและความทรงจำ
เกี่ยวกับหายนะของสงคราม ก่อตั้งขึ้นมาด้วยอุดมการณ์ที่จะให้โลกมีสันติภาพถาวร ผ่านการร่วม

มือในด้านการศึกษา ด้านวิทยาศาสตร์ ด้านวัฒนธรรม ด้านสังคมศาสตร์และการสื่อสาร ดังที่
ระบุไว้ในอารัมภบทของ ธรรมนูญของยูเนสโกที่ระบุไว้ว่า ... เนื่องจากสงครามเริ่มจากความคิด
จิตใจของมนุษย์ การปกป้องสันติภาพก็จะต้องเริ่มต้นในความคิดจิตใจของมนุษย์เช่นกัน...

ดังข้อความที่คัดมาจากตัวบทของธรรมนูญยูเนสโกปี ค.ศ. 1945 ดังนี้

... “That since wars begin in the minds of men, it is in the minds of men
that the defenses of peace must be constructed;

That ignorance of each other’s ways and lives has been a common cause,
throughout the history of mankind, of that suspicion and mistrust between the

peoples of the world through which their differences have all too often broken
into war;

That the great and terrible war which has now ended was a war made
possible by the denial of the democratic principles of the dignity, equality and

mutual respect of men, and by the propagation, in their place, through
ignorance and prejudice, of the doctrine of the inequality of men and races;
