               technical and practical topics are also included; principles for compliance of the Act on the
               Rules  for  the  Drafting  of  Legislation  and  the  Evaluation  of  the  Law  2019,  social  and

               economic technique for RIA, RIA report writing and content-consistency assessment for a
               legal  draft.  2)  a  case  study  and  other  learning  materials,  supplementing  the  theoretical

               knowledge and aiding the Practicum Certificate Course on Assessments for Law-making and
               Efficiency  of  the  Law.  instructed  by  the  office  of  Innovation  for  Democracy,  King
               Prajadhipok’s Institute. 3) a handbook on conducting an RIA, which covers both theoretical

               grounds and practical case study.

                       The research team has completed all the aforementioned objectives of the research
               on “Building knowledge and Tools for  Regulatory Impact Analysis” The summary of the
               research is as follows;


               1. An overview of a regulatory necessity assessment and a regulatory impact appraisal

                       The Research team has conducted documentary research and a literature review on
               a regulatory impact appraisal in the following topics;
                       1.1  Fundamental  knowledge  on  a  regulatory  necessity  assessment  and  a
               regulatory impact appraisal

                       A regulatory impact appraisal system has been called by different names in different
               countries, for instance, Regulatory Impact Assessment or RIA in North American countries and

               Impact Assessment or IA within the European Union. The term RIA was later endorsed by the
               Organization for  Economic Co-operation  and  Development (OECD)  before the  concept  is

               proliferated to the rest of the world. RIA is one of many methods to solve the problem of
               market failure and regulatory failure, thus, it addresses the process of law-making which will

               result in  a  drafted  bill  that  affects  some groups  of stakeholders  or  society  as  a  whole.
               Despite the lack of consensus on the scope of RIA, majority of countries tend to focus their
               energy  and  research  to  perform  an  assessment  on  some  specific  areas  that  would  be

               impacted by the drafted bill such as the area of economics, society, genders, health and

               environment. The impacted areas as well as the scope of RIA vary in different countries.
