                              1.Problem identification

                               From the case study the pain points of the case study are the neighbour
               nuisance  and  the  problem  of  competition.  These  pain  points  have  to  be  supported  by
               evidence and have to be clarified in terms of their intensity and scope.


                              2.Options

                               The research team have offered five solutions to solve the problems as
               explicated in the previous paragraph.
                              3.Cost-Benefit analysis

                              The  research  team  has  performed  a  cost-benefit  analysis  of  the  five

               alternatives. the main cost in this case study is the cost for the neighbours who have to
               report the nuisance. In order to calculate the costs and benefits, it is important to identify
               and quantify the costs and benefits for each stakeholder.

                              4.Cost benefits comparisons
                              In order to find the most efficient solution, all the costs and benefits for each

               solution will have to be compared.
                              5.Conclusion
                              the result of the comparison shows that the most efficient solution is doing

               nothing since it has the highest net benefits.


               3.The handbook on regulatory impact assessment
                       The  research  team  has  comprised  a  handbook  on  regulatory  impact  assessment

               which includes guidelines and suggestions for legal practitioners in both the legislature and
               the  government,  as  well  as  private  organisations  and  the  public  who  are  interested  in

               purposing or amending the law. The handbook will be used to accompany the Practicum
               Certificate Course on Assessments for Law-making and Efficiency of the Law instructed by
               the office of Innovation for Democracy, King Prajadhipok’s Institute. The handbook is divided

               to three sections.
                       Section 1: Theories on regulatory impact assessment

                       This section explores scholarly literature on regulation impact assessment and aims
               to lay down fundamental understandings of RIA, including its objectives and goals, for the

               students in the Practicum Certificate Course on Assessments for Law-making and Efficiency
               of the Law and other practitioners. This section covers Fundamental knowledge of RIA and

               Economic and Social Impact assessment techniques for RIA.
                       Section 2: Principles on regulatory impact assessment
