This section explicates principles on conducting RIA as required by Article 77 of the

2017 Constitution and the Act on the Rules for the Drafting of Legislation and the Evaluation
of the Law 2019 and its derivative regulations such as ‘Guidelines on regulatory impact
assessment” ‘report on potential regulatory impact assessment’ and principles on content-

consistency assessment.
Section 3: A case study

This section focuses on the practical implementation of RIA and aims to instruct legal
practitioners to prepare ‘report on potential regulatory impact assessment ‘or the checklist.
This section comprises a case study on short term rental business and the sample report on

potential regulatory impact assessment for the case study.

An overview of a regulatory necessity assessment and a regulatory impact appraisal,
the case study and the handbook on regulatory impact assessment have fulfilled the
objectives of the research on “Building knowledge and Tools for Regulatory Impact Analysis”

Overall, this research aims to build an intellectual foundation on RIA for further research and
future development, as well as to provide essential tools for practitioners involving in the

business of law-making to be able to perform an RIA, thereby accomplishing the goal of
Article 77 of the 2017 Constitution and the Act on the Rules for the Drafting of Legislation
and the Evaluation of the Law 2019.
