                          3. Conditions and political context that will allow the use of
                             power by political institutions and their power relationships to
                             meet the intent of the Constitution.

                   The Third Challenge:

                   No Corruption in Thai Politics


                         The problem of corruption is like cancer in Thai society. This issue
                   has been raised every time there has been political change. Corruption
                   among politicians has been given as a major justification every time an
                   elected government has been removed, and each subsequent effort to
                   make new rules and regulations of governance has addressed how to
                   prevent corruption. Although previous constitutions have included
                   mechanisms designed to resolve the corruption problem and create
                   opportunities for all sectors to be involved in fighting it, corruption
                   persists and has a wide impact, particularly corruption originating with
                   politicians.

                         So the phrase, “the constitution to combat corruption” reflects
                   the intention of the Constitution Drafting Committee to solve the
                   problem. And it can be said that this is the major reason for the
                   people’s decision to approve this constitution by referendum. The
                   Constitution has new mechanisms and is designed to protect against
                   and suppress corruption, especially through strong punishment measures
                   for use against dishonest politicians. These include processes for
                   Parliament and independent organizations to remove politicians from
                   office. However, journalists and some observes suspect that these
                   measures are designed mainly to remove politicians rather than penalize
                   corruption. Is this empowerment of autonomous organizations and courts
                   to control government appropriate, and can it be implemented in
