Experience in the Early Childhood, leading to the formulation and development of early
childhood teachers’ competency under the educational service area of Wichian Buri
Municipality, Wichian Buri Municipality; and (3) Teacher Potential Development Project for
Child Assessment and Development, to plan learning experience with educational equality for
children under 2 years old at Pa Gor Dum Child Development Center, Pa Gor Dum Subdistrict
Municipality.
5) 1 project related to the development of the quality of educational institutions is:
Plan Development Project for Educational Quality at the Child Development Center
of Bang Khrok Subdistrict Administrative Organization, Bang Khrok Subdistrict Administrative
Organization, to reduce educational inequality.
Fourth, the recommendations and guidelines for expanding or extending the project
to enhance educational equality through local administrative organizations are derived from
the research project to develop local government organization as mechanisms to reduce
inequality at the local level. The researcher introduces the guidelines for expanding or
extending the project to enhance educational equality through local administrative
organizations with 3 main phases.
1) First Phase
1.1) The selection step of local government organizations to take part in the project
includes: (1) recruitment through applications, a basic form by taking a passive role in the
process of selection, and proactive recruitment by sorting local government organizations
according to the severity of the inequality issue, the condition and nature of the area such as
urban, rural, and border; and (2) participatory project to involve experts with knowledge of
the location for consultation after the completion of the project.
1.2) The preparation step includes: (1) providing additional knowledge of educational
equality and deep issues of education inequality; (2) funding the project implementation; and
( 3) preparing a handbook for the project implementation to develop local government
organizations as mechanisms to reduce inequality at the local level.
2) Driving Phase
2.1) The fact-finding step includes: (1) encouraging the local government organizations
to establish a database for inequality issues at the local level before moving on to other projects
starting from organizing training for personnel to handle collection, analysis, and preparation of
the data and then exploring in-depth information on specific issues for the database such as a
database of educational inequality to stay on top of the issues; (2) providing training to personnel
