in local government organizations by emphasizing on the definition of relevant target groups in
order to achieve clarity of the issues; (3) promoting activities for local administrative organizations
to receive feedback from the community and reflection from parents and society, and (4) adjusting
the focus of local government organizations to be on the issues related to children and the youth
in the area.
2.2) The target step includes: (1) promoting and emphasizing the approach/method
analysis to address educational inequality in all areas and set the priorities; (2) encouraging local
government organizations to develop a local plan to create educational equality in the area by
including it into the local development plan in order to solve educational inequality in the long
term and thoroughly.
2.3) The design step includes: (1) promoting local government organizations to realize
the sustainability of the project implementation; (2) organizing successful learning activities with
local government organizations, and (3) extending the project implementation to enable the
evaluation.
2.4) The monitoring progress and evaluation step includes : (1) promoting local
government organizations to collaborate with local networks; (2) encouraging parents and
communities to take part in the implementation; (3) carefully assessing the risks in the
implementation; and (4) conducting both short-term and long-term project evaluations.
3) Expansion
3.1) Expansion within the local government organization requires: (1) a monitoring
and evaluating process of the project success in Phase 1; (2) a collection of lessons and
knowledge derived from implementing the project, and (3) promoting the continuity of the
project implementation at the local government organization toward Phase 2.
3.2) Expansion to other local government organizations requires: (1) another phase
of the research project on developing local government organizations as mechanisms to
reduce inequality at the local level along with proactive projects; (2) mechanisms of local
government organizations to create educational equality; and ( 3) mechanisms of local
government organizations to provide “Education for All” and “All for Education”.
