Abstract
The objectives of this research were 1) to study characteristics of
local government organization as learning organization 2) to study
behaviors and supportive factors of local government organization as
learning organization and 3) to proposed developing model of
sustainable learning organization in local government organization. The
research was mixed methodology — by conducting quantitative research
in order to investigate characteristics of local government organization
as learning organization and by conducting qualitative action research in
order to study behaviors and supportive factors to develop the
organization. The research samples, by choosing representative
representatives of the three subdistrict administrative organizations, large
size, medium size and small size, the success in developing a sustainable
learning organization in Thailand, are Donkeaw Sub-District Administrative
Organisationn of Chiangmai, Banmhor Sub-District Administrative
Organization of Phetchburi, and Muangsamsib Sub-District Administrative
Organization of Ubon Ratchathani. The data were collected by in-depth
interviews, stakeholder focus groups, non-participated observation, and
meetings with the experts in order to criticize the model and provide
the manual of sustainable learning organization development.
Results can be concluded as follow:
1) The characteristics of learning organization included; learning
person consist of 3 major factors: personal skill; mature attitude; and
determined achievement. And learning organization consists of 4 major
factors: (1) learning person ; Indicators are a source of learning to
other people. Have a personal vision. Awareness of information. Always
learning. Increase the power of work. (2) organization structure ;
Indicators are team discipline. Have shared vision Corporate culture And
